The UK and US have announced a key trade agreement that will ensure zero import taxes on UK pharmaceutical shipments going into the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has committed to raise funding on medicines through the National Health Service (NHS). This commitment ensures that duties on these key exports will remain at nothing for a duration of three years.

This agreement follows recent warnings to dramatically increase duties on patented pharmaceutical products, with increases mentioned as high as 100%.

"This arrangement with the United Kingdom strengthens the global environment for innovative medicines and establishes long-overdue balance to U.S.–U.K. medicine commerce," an announcement noted.

Commercial Importance

Medicines represent one of the Britain's biggest export categories to the US, which is easily the biggest market for leading UK drugmakers.

Trade data reveal that in the year to the end of last September, the UK exported medicines valued at over eleven billion pounds to the US. This figure accounted for nearly one-fifth of total UK exports in that span.

"This agreement safeguards employment, boosts investment and sets the stage for the UK to establish itself as a global hub for biotech and pharma," a minister stated.

Detailed UK Commitments

The deal includes several specific pledges from the United Kingdom:

  • Higher Cost Ceiling: The UK will raise the affordability limit at which it deems new medicines to be unaffordable by 25%.
  • Boosted Medicine Funding: There is a target to raise overall public funding on drugs from 0.3% of Gross Domestic Product to 0.6 percent over the following ten-year period.
  • Rebate Cap: The percentage drug companies must refund to the NHS to prevent overspending will be limited at 15%. In the past, refunds topped twenty percent.

Broader Context

This agreement takes place against a protracted row between the sector and the ministers over spending levels and NHS adoption.

This friction were heightened by claims that US patients were charged a premium for the equivalent treatments than people in the other developed nations.

Recently, several significant drug company projects in the UK have been delayed or scrapped, while multi-billion-dollar funding commitments have been directed toward projects in the United States.

One official publicly accepted that the NHS had to invest a greater share on treatments, noting that its expenditure on drugs had declined as a percentage of its total funding over the last ten years.
